The facility was founded in 1931 as a medical clinic. The building was briefly the seat of the Gestapo during the German occupation in World War II.

From 1944 to 1991 it was the headquarters of the wiretapping of the Albanian Secret Services, a secret police whose task was to monitor and listen to everything that happened in the country. In 2017, with a view to democratizing the region, this ancient building was converted into a museum and has rightly become one of the most interesting places to visit in Albania.

In the Museum there are 31 rooms, divided by sectors, which trace the history through two-way radios, microphones, mini-cameras. Particular attention deserves the sector where the photos and recordings of the main political processes that characterized those years are kept.
